iUseWinXPbut i cannot set

Couple of days ago I had to reinstall system because of virus infection. And now, I just cannot find the Chinese language option in add language setting (from control panel—regional option). Is window xp system supposed to have Chinese language input option? Or we have to download? I thought it supposed to have it because I used it before. But why cannot I find it right now? I use the original system disc come with dell laptop. Anybody can help me? Appreciate it!
