just guess:

win2000 can access 98 no any questions, because 98 is FAT16 or FAT32. there is no any security questions. It means, any other people or machine access 98, there is no any security protection on 98.

but when you access 2000, it could be NTFS on 2000. there is security protection on 2000. so when you access 2000 from 98, sharing 2000's resource. so for easy trouble-shooting, I ask you to use the same login ID and password.

there is something else you will do it again:
this is microsoft. it means not guarantee everything :-)
you will disable-enable again. for example, try to disable network share first and then enable again to make sure the system recognize it. this is the stupid way is. :-)
