problem with modem and pc card

after I reinstalled xp, modem and pc card won't work any more. I feel may be there is something wrong with the security thing. I tried different driver and different user, even administrator couldn't make it work. Is there any "high-hand" knows how to make them work? Thanks a lot!!!!
