How to get cheap internet connection in a Midwest small town?

I just relocate to Hampton IA, a small town of 4400 population.
I rent a small house in town, wonder how to get cheap internet connection. (The neighbor wireless internet networks have password.)
I have only 1 laptop, can go online either by cable or wireless.
Usually I only do email, online bank, billpay, webpages reading online. Sometimes I watch online TV.
What kind of Internet connection service I should purchase? (1.5 Mbps, 3 Mbps, 7 Mbps?)
Which company I should choose? (I see
