With Android, it does not matter if it uses Intel or ARM, it cannot run x86 desktop software. It is just a media consumption device, i.e. it is a toy. It used to be a lot cheaper, but lately, the price difference is almost 0. Samsung's tablets are even more expensive than Win8 tablets with the same configuration.
