Please check the DNS server settings of your PC.   It's possible that the DNS servers of your PC have updated secretly updated by a virus software.  Couple years ago, the DNS server of my pc was changed to point a DNS server hosted in China instead of the one of the US local cable company.  as youtube.com is blocked in china. I got the same error message "IE Could not connect to" when trying to connect t youtube.

Open a DOS prompt and type command  ipconfig /all to display the DNS settings    

DNS Servers . . . . . . . . . . . : 8.8.8.8
                                              8.8.4.4

if the DNS servers have a  non-us IP address, you need to change them to use the DNS servers provided your local cable company
