This is my understanding

when I activate the phone, pageplus will store the meid number and phone number in the database, ready for your cell phone to make a connection. But your cell phone does not know its own number and where the nearby tower to connect to. For non 4G phones, your cell phone get to know its own number and other necessary configuration information by over the air programming. Since PP does not support 4G phones, this will not happen, so the other way left is for you to write the configuration infor into your cell phone yourself. That is what I call flash. Flash is probably not a right word used here.

So here is the answer for your question:

1. U do not need to flash it before I can activate. It can not be used without being flashed after activation.

2. The phone does not need a sim card to get voice/sms/1x data working. I do not know how to get 3G working yet. But I am not planning to use 3g data on pageplus network, it is not cheap. But if any of you want to do that, I can try if you are local to bay area.

3. I do not know about windows 8 phone. But I do not think there is anything particular about windows 8 phone, so I would say it should work on windows 8 phone.
