192.168.xxx.xxx is for local network.
when enter ipconfig, make sure you are internet connected, otherwise only your local IPs can be found.

Type ipconfig/all to find all IPs defined on your pc.
If still cannot find, send email to [e-mail]
I'll give you web site to display your IP.
