You may use "Voice Gateway" to establish 911 service
SP1: Google Voice (this is your primary line)
SP2: VoipDiscount (or some other cheap international VoIP provider that does not support 911) (2nd line, need to dial **2 to callout, or use DigitMap to add **2)
VG3: (Voice Gateway) VoIP provider that supports 911, and also supports unregistered outbound call (3rd line, need to dial **3 to callout)
OBi110/100 only support up to 2 registered (always connected) VoIP providers (SP1 and SP2). There are also 6 additional Voice Gateways (VG3-VG8) you can use but these are not registered (not connected). You configure those VG's with necessary credencials as you do for SP2. The only difference is that your device (OBi110/100) does not try to connect to the provider after your configuration. It trys to contact the provider at the time you make a call dialing **3xxx...
I am again 紙上談兵。I do not own an OBi100/110 myself. If there is enough interest, I will write down the steps to configure Voice Gateway based on what I've read from OBi's support website.
