do I have to root my droid x to read?

I connect it to my droidx using QPST 2.7 build 366. I went to M.IP tab, I click read from phone. It says "roaming list request time out",

It is good to be able to ask ***** real time when I have problems, otherwise a little problem can cause me several hours.

What is MIP anyway? like user account file?
