how to do voip in canada?

i'm in usa and i am using voip phone by gv+ipkall+callwithus.

i told my brother in canada to do the same, but he said google vioce is not working outside the US, ie, he can't use gv like how i set up (he has been using italkbb for years, rendering a lot money to the company.  his plan will expire on 26th this month).  question to those in canada - how do you set up?
