The mail said "我的IP被Norton AntiVirus的產家Symantec監測到說我違反了Copyright". This clearly indicated that Symantec detected his IP address and got his name from his ISP. So the issue is not P2P but illegally using NAV. It's fine to get NAV from P2P as long as you don't use it and don't distribute it. BTW, ISP won't stop you from distributing your personal music or photos. P2P is just a tool of distribution of information. That's why Verizon won the recent case vs RIAA.
