satellites found by htc GPS tool but Garmin couldn't.

I followed instruction and gpsViewer and htc GPS tools are able to see 8 satellites. But when I tried to use Garmin, I clicked GPS Info, it displays  GPS is Off. When I tried to click Enable button, it does not seem to do anything. It does not display any satellite.  Any idea?
