Help fair share broadban internet...living together

I got 4 people to share a broadband internet. I have told them in the begining that everyone got to have manner of share, it is definitely got to be different with the situation when you use the connection alone... so it is only for basic communication, like browsing, email ...not for entertaining...no objection... of cause, because they can save money..

but one month usage has finished within 10 days... got to be some one who is using for entertaining...

now I understand why those companies got to have strict rule to manage the network... because human beings are not trust worthy... very sad...

so how should I Do??

1. get a server: buy an cheap computer and a network modem router wireless emitting PCI card. and get a software to watch and restrict all connection's speed to basic communications..

2. buy a wireless router which is able to restrict speeds of each connection to basic communication.

issse: which speed I should restrict it to? is that the right direction to achieve a fair and good share??

I am really frustrated... so many nuts there who just want to save money but does not want to compromise a bit ...
