Please help me out!

I want to install a software in my Vista machine. Once I started, it stops and said:" User Account Control helps stop unauthorized change to you computer”. What does that mean? How can I go further?

Also, how can I remove a program under Control Panel? It looks Vista manual is very different than XP.
