On Windows Firewall,

1. Make sure you have the default incoming http traffic rule set to allow any/any;

2. create a new incoming http rule ( port 80/443 or whatever your port is ), set the rule to block and then select scope, you can then enter the IP address/addresses you want to block on the remote IP addresees section .

This is working on both W7 and W2008.
