after some research I don't think the multi language pack will

Installed an english version and loaded it up with the chinese language packs is not the same as a native Chinese installation.

The only thing that the multilanguage pack gives you is help and explorer commands etc in english. it does not change the underlying structure of windows to a chinese version.
