PC 有兩個小問題， 請大俠指教

目前用DELL Inspiron desktop PC. windows XP/ ubuntu 雙啟動，
問題一
在ubuntu 下麵時鍾正常，windows下麵時鍾總是差幾個小時，我調整時間後，下次啟動又變了。用網絡同步時間多數失敗，成功過一次，重啟又複發。不知道是怎麽回事。

問題二
我記得剛買回來的時候是可以從USB盤啟動的，現在不知道BIOS裏麵改什麽了，一有USB盤，開機就停Halt， 不知道為什麽？
