Once you have IIS (Internet Information Service) serser up, just turn on SMTP mail service in IIS and rely your mail using outlook express.

You need Win 2003/2008 server.

I did that for a company by not myself. Lots of IT professionals run their own IIS server and smtp mail server at home, with just Comcast cable Internet.
