1) does your ATA has a router in it?
2) does your neighbour's router use MAC assigned device only?
3) does your neighbour's router using DHCP? and is your neighbour's DHCP enabled?
4) doesa your DSL modem has a router in it? is the router's DHCP been disabled ?
