怎樣去除網頁上的奇怪字符？

我的機子上裝的是windows xp，前幾天，我在regional and language options裏裝上了中文輸入，但是在瀏覽網頁時經常有一些奇怪的字符出現，比如剛才我在瀏覽MSN時，網頁顯示如下：
