why nonoh not free?

I called china with nonoh, not reach 200 min per 7 days, now 5 days, used 118 min, then 1.5 Cm(ou yuan) per minute, then I called again free, right now not free. DX do you know why? I use internet panel to call. Very appreciate!!!!!!!!!!
