QQ vs Emule emule only got 8kp/s once QQ is on..

we got 4 port modem/router share a connection of broadband adsl2; once 3 of the other is left there QQ Icon in their bottom right screen, my emule is only runing 5-8 kp/s (and I am only expecting 30-40kp/s);

why is that?

any way to adjust to accomadate everyone...?? (before I have to try to ration the time for everyone on QQ..)
