not exactly, but something like following:
1. Open My computer or Window Explorer.
2. Click Tools on top menu bar.
3. Click Folder Options..
4. in a pop up window, select File Types
5. Scroll down the Registed file types list, under Extension, find URL, (if can’t find, it is a problem)
6. click on it to highlight it
7. click the Advanced button
8. click on “open” to highlight it, then click on Edit
9. in a new window, it should show “Action” as “Open”, and “Application used to perform action” as “rundll32.exe ieframe.dll,OpenURL %l” (without quote).
