please provide suggestion regarding laptop and notebook

I am going to buy a laptop or a notebook. I was told there is some difference between them such as Netbooks may look like laptops, but they don't have the full capabilities of a computer. What kind of the full capabilities of a computer a notebook does not have? Thank you.
