java applet 不能顯示中文，請教!

WinXP SP2, Java 1.6.0_12, Browser IE6 or Firefox3

Installed Chinese language already, but when Java applet comes up, Chinese embedded is not shown correctly. Already set Chinese(PRC) as the non-unicode language under Control panel > Reginal and language options

哪位大俠點撥一下，謝謝指教!
