After PC is shutdown, the +5V standby (+5VSB) remains active. That's normal. It looks like the USB port is powered off +5VSB. That's OK. It allows you to charge cell phones at least.
Make sure you have turned off Wake on LAN, Wake on USB etc. Some of the settings are in OS power management, some of them are in BIOS. Also try unplugging your USB hub after shutdown. Maybe it sinks too much current that causes +5VSB to drop and make #PS_ON signal go low.
