ACDSee can do this in batch

1. open ACD SEE
2. Highlight all pictures you want to batch=> CTRL+A
3. Right click the mouse find "Batch tool" select Batch Resize or CTRL+R
4. define what size you want and the defult folder where the resized pictures to be put, and naming rule for resized picture file name: the default is: ori_name _resized
