It is possible to change your home page without your noticing it. But that is not legal and makes them infamous. So as a web site, they change only when you agree. Chances are that visitors tend to click quickly to close all pop-ups, including the home page resetting pop-up. So be careful and disable cookies for those bad sites in your internet options security sections.
