the reason why i can access the shared folder straightway, because i add everyone to NTFS permission on all the shared folder.
actually the default setting of the Network connection already enable the Netbios over the tcp/ip
And i already add file and printer sharing port to exception list at the windows firewall, so i think the browser service starts automatically.
i also tried to disable windows firewall and my norton however none of them works

theoretically your suggestion match the problem, because cannot access machine from workgroup. however because i can access to the shared file straightway, so netbios and browser service are all ok.

anyway thanks ohlalala, it's a great pleasure to meet you. if i find out the problem i will let you know. at least i can access the file:).
