Here is the solution

it happened to my PC in beijing. It was caused by some webpage which modified the internet setting on your IE:
1. open IE
2. Open tools>internet opertion
3. click connection tab
4. click LAN setting
5. Check if the Proxy server setting is checked or not, if checked, remove the check
