Looks like your machine is missing some binary files, or registry is corrupted.

There are several ways to solve the problem:

1. system repair
use your restore CD/DVD to do a system repair.

2.
If you just want to copy the files out of your computer, use another hard drive or partition to fresh install another operating system, then copy the files out of the old partition or drive. Or just use the system CD/DVD to boot up, and copy files.
