請教關於使用OUTLOOK2003 時出現的一個問題

最近, 我在我自已的筆記電腦裏用outlook 2003時，沒辦法打開e-mail裏的鏈接,而同時跳出一個提示如下:

This operation has been canceled due to restrictions in effect on this computer. Pleae contact your system administrator.

請大俠們幫我想想,是啥個問題,如何解決.
