My system is Win XP Media Center Edition SP 2.
In "regional and language options", there is no
Administrative. I go to "Advanced->Language for non-Unicode programs" and "Select a language to match the language version of the non-Unicode programs you want to use:" in the follwing text editor, I
chose : Chinese (PRC).

But it doesn't work.
