Q: laptop o/s

i am uprgading my laptop pc which have a retail copy of window xp prof in it. can i purchase a laptop pc with linux o/s installed, then change it back to window o/s by myself. is it workable, please give me some advise.
further where can i purchase a brand name pc without o/s installed. thank you
