Help for seting up a website! Than ks alot!

I'm a newbie of setting up a website, just find out a software is made by some Chinese guys.

The file name is : php_setup_for_iis_v2006119_cn.exe another one is php_setup_for_iis_mysql5_v2006119_cn .exe

Does anyone have this file for? then let me to download or e-mail me, much appreciation!
