Help! PC cannot start...

Happy New Year, everyone,

I got a question about my PC (Dell dimension E510), which I bought about two years ago. I cannot start it today, while it worked well last night and was shut down properly. Please see the picture of it’s start page and give your valuable suggestions. Thank you for any advice.
