嗬嗬,他就是把private good變成public good了,確切地說是private provision of public good.
open wireless network符合public good 的定義:Non-rivalness和Non-excludability in consumption。
理論上的最佳private good 供應取決於 每個社會成員的產品邊際替代率總合 = 邊際轉換率 (Marginal Rate of Substitution MRS = Marginal Rate of Transformation MRT),這個叫Pareto efficient allocation of private goods.
理論上的最佳public good 供應 取決與 每個社會成員的邊際效益總合 = 邊際成本 (Marginal Benefit MB = Marginal Cost MC)
private provision of public good can lead to the famous "free rider" problem.
Free-Rider Problem 在這裏OP的鄰居或者路人免費享用OP的wireless network。(an incentive to let other pay for the services or goods while you enjoy the benefits).
如果private wireless network(private good)變成open wireless network (public good),每個人都會自私的去占用這個在private good的情況下享受不到的benefit。這樣,市場上的public good 將達不到最佳供應狀態,造成社會效益損失。市場的自動調節功能將失去作用,無法自動調整到最佳狀態之(MB=MC)。
因此即使應該有open wireless network的話,也不該由私人提供,而應由政府通過稅收收入來提供 (Provision of public good through taxation, lump-sum or distortionary taxation, which will be another topic).
現實中,市場不太可能提供最優化的public good,即使它們是 excludable in consumption.
現實中,人們也不一定都會“free ride”,但這種現象也確實存在。
現實中,public goods can be provided privately, and private goods can be provided publicly. The choice between public and private provision should depend on relative wage and materials costs, administrative costs, diversity of tastes for the goods (preferences), also distributional issues. Fon's solution is sort of solved the "free rider" problem in this case. I've seen they provide such wireless routers for free, but you are tied up to their device /network / services.
