The Apple Boot Camp allows you to run both MacOS and windows XP on the same computer. Apple is very good at photo and video editing. All the tasks you mentioned can be done by a Mac.
However, if you find yourself buying a Mac but mostly use Windows interface, is it worth the extra buck? Do not forget the cost of buying MacOS based software.
