I used to see a cable guy on local news with a handheld scanner to detect the scrambler used in some people's house. Meaning they don't need to get into your house to catch you using scrambler. So, unless they call the police and press charge against you, I guess most people just slip through. I heard another theory for larger cable company, they can trace back unusual signals came back to find out who's using scrambler. Of course, these are not automatically done it takes a lot of man power and time to do it.
