關於Google Adwords 的惡意點擊

想請教一下各位高手關於Google Adwords惡意點擊的問題：
如果有人通過公共網絡通訊服務接入互聯網，比如verizon.net,並惡意點擊，怎樣才能屏蔽掉這些用戶？
