you need......

first,you need find windows xp cd,coz your system didn't install any east asian languages,the file located in i386 folder,so that's why system ask you to insert xp cd.
if you really don't want to or you don't have any friend who has xp cd----but this is impossible---you have another option:download windows xp pro from some hack site,or use some download software to download one,then unzip it to release the i386 folder,the you can install the language pack.just point to the location of i386 folder.
some third party software allow you to view and type chinese in xp,but it's not 100% stable.and also you can't view any chinese website,how do you know what r u looking for?
if i was you,i can just make some phone call to get the cd,or download one.
