with possible more CD-rom drivers. Start disk made by Win98 is one of the easiest ways.

boot your box with this floppy, your CD-ROM should be accessible, try to run the programs install.exe or setup.exe on your self burnt install-CD.

if still fail to install, try to find an ISO file, which can easily make a bootable install-CD with burn program like Nero.
