or you want your program as a web based app at a web site?

If just put at a web site, so others can share, you need to find a web site where the uploading is supported. The web hosting service does have such function to allow their clients - web owners upload their own programs to the web sites.

If you want to write a web based app. You better find an asp.net book instead.
