If you do not play games Option 2 is more than enough. You do not even need ATA133. You can not tell which one, 133 or 100, is faster until you run some benchmark software. Some hard disk manufacture even does not bother to make ATA133 disks. If you need some more room in the future you can buy a sata disk and plug it into your sata port on your motherboard.
I guess the Texas foreigner is just kidding. Maybe a little offensive.
