How good a $500 desktop PC will be ?

I am ready to spend about $500 for a new desktop Pc.

Is it enough for everyday usage, such as surf the web, play DVD, internet chat, etc ?

How can I get the most out of this $500 ? Shoud I spend more than $500 ?
