Enable dragging and dropping box

My Windows XP home edition does not have the
Enable dragging and dropping box.

Here is the detail:

1. Right click the Start button and press Properties.

2. On the Start Menu tab, check Start menu and press the Customize button.

3. Select the Advanced tab.

4. Under Start menu items, there should be the Enable dragging and dropping box. But I do not have it.

I deleted some virus. I want to fix my Windows XP.
