Big file deletion problem

A couple of days ago, I download a file (a exe file, I haven't even installed it yet) and I could not delete it. When I try to delete it, I always get a msg saying it's being used. I even try to use dos command to delete it, but it never worked. I have admin right. Anyone, who can help me? Please. It is on Windows XP.
