Yes, you can give your computer any IP address manually. You need buy public IP address if you use them in the Internet environment. If you home network is isolated from tne Internet, you may any IP address as long as they are in right format, eg. any number larger then 255 can not be used, can not use an IP address has less then 4 group numbers, or more than four group numbers.
For computers talk to each other without routing, them should have IP addresses in the same subnet. ie, with the same subnet mask. And also in the same workgroup (for most home networks, since they most likely don't have a domain controller server). So you can pick up an IP address randomly only in a certain range.
