What's the name of such service? I've heard of something called lifeline service but it may be only for remote areas where no OTA signals can be received.

I know cable companies would be afraid if too many people know about the $20 option and they won't be able to make money. But if there's an agreement with the government, we just need to find out how to approach the cable companies, like how to threaten them if they deny such service exists. Anybody has such experience?
